Multiple models. One governed review.
The OMOS Council is designed to compare independent model perspectives before producing a governed synthesis. Its job is not to manufacture agreement; it is to expose where models agree, disagree, omit evidence, introduce useful ideas, or fail.
2. Cross-model review
Models critique other model outputs without self-review. The review layer looks for correctness gaps, unsupported claims, missing evidence, contradictions, and useful alternatives.
3. Signal map
OMOS separates agreement zones, contradictions, missing evidence, novel insights, supported dissent, uncertainty, and material risks instead of collapsing them into a single score.
4. Governed synthesis
The synthesis preserves material dissent and evidence limits, then presents a usable recommendation or analysis for human review.
Current provider architecture
OMOS exposes adapters for OpenAI, Anthropic, Google Gemini, and xAI. OLLM is a defined first-class future provider and should enter the Council only after its native runtime connector passes health, invocation, provenance, and evaluation requirements.

Operational modes
Simulation — synthetic/test execution. Hybrid — a mix of live and simulated providers where explicitly allowed. Live — requested providers have executed through configured runtime connections. Degraded — one or more requested providers failed or were unavailable, but the run may continue with that limitation visible.
Verification boundary
Model agreement is not factual verification. Four models repeating the same claim can still be wrong. Council convergence is comparative evidence only; external source/evidence verification remains a separate function. Consequential decisions remain subject to human authorization and appropriate professional review.
Human Gate
The Human Gate records an authorized disposition such as APPROVED or REJECTED where required. Approval means an authorized person accepted the result for the stated purpose; it does not certify every factual assertion as true.
